Military Records Correction Medical Opinions

ABCMR / BCNR Medical Opinion for Unfit for Duty and Medical Retirement

If you were separated from military service without a Medical Evaluation Board (MEB), Permanent Disability Retired List (PDRL), or other appropriate disability processing, you may be seeking correction of your military records.


Our Military Medical Fitness Opinion service provides an independent physician review of your records to determine whether a medical condition likely rendered you unfit for continued military service at or before the time of separation.


This independent medical opinion is designed for Veterans and former service members pursuing matters before the Army Board for Correction of Military Records (ABCMR), Board for Correction of Naval Records (BCNR), and similar military review boards.

What This Service Is

This is not a standard VA nexus letter. A traditional nexus letter addresses whether a medical condition is related to military service for VA disability purposes. 


A military medical fitness opinion is different. This specialized independent medical opinion addresses whether your condition was severe enough, at the time of separation, to interfere with reasonable performance of duty and whether referral for disability evaluation or medical retirement should have occurred.


These cases often involve:

  • Traumatic brain injury (TBI) 
  • PTSD or other mental health conditions 
  • Orthopedic injuries 
  • Neurologic conditions 
  • Chronic migraines 
  • Combat-related injuries 
  • Conditions that may have warranted MEB or PEB review before separation

When This Service May Be Appropriate

This service may be appropriate for your situation if:

  • You believe you should have been medically retired rather than separated 
  • You are submitting a case to the ABCMR or BCNR 
  • You need a physician opinion regarding fitness for duty at the time of separation 
  • You are preparing a rebuttal to an internal military medical opinion 
  • You have a service-connected condition that was present during service but may not have been properly evaluated under retention standards 
  • You received later recognition of combat injury, Purple Heart, or disability severity and are now seeking record correction

What Our Physician Evaluates

Each case is highly individualized. Depending on the records available, the opinion may evaluate:

  • Nature and timing of the medical condition or injury 
  • Symptom progression during service 
  • Functional impairment at or before separation 
  • Cognitive, physical, psychological, or occupational limitations 
  • Whether the condition likely interfered with military duties 
  • Whether the medical evidence supports that referral for disability evaluation should have occurred 


The goal is to provide an evidence-based independent medical opinion grounded in the documented record.

Our IMO Process

1. Records Submission

You submit the relevant records for review. These may include service treatment records, post-service medical records, VA decisions, imaging, specialist evaluations, deployment records, performance records, separation documents, and your drafted brief if applicable. 

2. Physician Review

Your records are reviewed in detail by our physician. The review focuses on the medical facts, timeline, functional limitations, and consistency of the record. 

3. Independent Medical Opinion

If medically supportable, a written opinion is prepared addressing whether the condition more likely than not rendered you unfit for continued service at or before separation. 

4. Optional Consultation

For more complex cases, a physician consultation may be added to discuss the case, clarify the record, and help you understand the strengths and limitations of the medical evidence. 

IMO Service Levels

Level IMO-1: Record Review + Fitness Opinion

$1800

This comprehensive fitness opinion includes:

  • Physician review of relevant records
  • Independent medical fitness-for-duty opinion 
  • Formal written report suitable for submission in support of ABCMR or BCNR matters 
  • Medical analysis based on the records provided 

Review of records is limited to 150 pages relevant to claimed condition and time period surrounding military service and separation. 

Best for: straightforward cases with reasonably organized documentation

Level IMO-2: Comprehensive Fitness Opinion + Formal Record Summary

$2300

This includes everything in IMO-1, plus:

  • Medically relevant summary
  • Chronological organization of key medical events 
  • Expanded discussion of functional impairment and medical significance 

Review of records in this level is increased to 200 pages. Summary is focused on medically relevant events related to condition under review and is not a summary of all medical records.  

Best for: more complex cases, longer timelines, or cases that benefit from a clearer written summary of the evidence. 

Level IMO-3: Comprehensive Opinion & Record Summary + Physician Consult

$2800

This level includes everything in IMO-2, plus:

  • 30-minute physician video consultation 
  • Discussion of the medical issues in the case 
  • Clarification of record strengths, limitations, and opinion scope 

Review of records in this level is increased to 250 pages. 

Best for: high-complexity cases, rebuttal preparation, or cases involving extensive records and multiple medical issues

Important Note Regarding Medical Records

  Additional records require additional review fees. 


Records should be limited to those relevant to the claimed condition and time period surrounding military service and separation. Submission of excessive or unrelated records may delay review.
